This was the first standard in the world to propose the use of light quantum theory to govern sterilization and disinfection, and it detailed the categorization, technical requirements, inspection procedures, signage, packaging, transportation, and storage. The company's contribution in the standard's creation was based on its consideration of COVID-19 disinfection and sterilization at the time, which was classified as technical reserve and pre-research.

It is believed that this standard was issued early in the pandemic, and it is the first time that the light quantum theory has been used to explain sterilization and disinfection, which is a worldwide project. This is due to the fact that the UV photons that impact bacterial and viral growth are absorbed by bacteria and viruses with high-energy photon energy, causing their DNA and RNA to mutate and lose their infectivity (inactivation). Furthermore, the number of photons and the number of bacteria or viruses may be determined inside the parameter definition domain, allowing for the quantitative determination of the number of bacteria or viruses inactivated. As a result, using light quantum parameters to characterize the sterilizing mechanism is a scientific method.
